Bernard Lukwago petitions for review of the decision of the Board of Immigration Appeals ("BIA") ordering his deportation after denying his application for asylum, application for withholding of removal under the Immigration and Nationality Act ("INA") and request for withholding of removal under Article 3 of the United Nations Convention Against Torture ("CAT").
